The rainstorms of the past weekend could not kill the spirit of the annual Caribbean Festival held at Hart Plaza in downtown Detroit. The festival, which occurs the second weekend in August, is sponsored by the Caribbean Cultural and Carnival Organization, a local organization dedicated to keeping the culture and traditions of the Caribbean alive in Detroit.
